I too have been around artillery, the 8” and 155 were platforms for delivering my weapon system. In further research, found the the reason for shortage is the conventional artillery are being replaced by the HIMARS, with a range of 45 miles which is twice the distance of a 155 round at 14.5. The furthest I have ever fired a round is with a rocket assist 8” round with a number 9 super charge…19.5 miles and was during the testing phase of the XM754 that lead to the develop of the W79.
