Someone correct me if I am wrong, but corporate tax cuts many times if not usually, result in public companies buying back and retiring shares off the market. This results in said savings becoming a higher dividend rate to a lower shareholder base. Not really a formula for promoting a purported trickle down theory. Wealth remains with the wealthy in this scenario.
