I would imagine this decision was made based upon
the manufacturers and some of the racers input to try to
encourage as many of the late model factory stockers
and super/stockerstoers show up as possible without
fear of facing horse power penaltys for "AHFS" infractions.
Unfortunately th older combos probably are not all that great
for business for many. Some.. but not many...
