That's how the proposed system would work, yes.
If you think about it, it's really not all that different.... We already have "delayed win lights" when you have somebody blow the tires off, and the other car never lifts and breaks out. That's an extreme example, but so is the U vs A car scenario. Yes, it happens, but the vast majority of handicapped starts aren't that big, and the green or red will probably be displayed by the time you hit 60'. (In most cases, you probably know in your gut whether or not you red-lighted anyways, unless it was double-oh red.)
It's all academic -- again, doesn't matter to me if which system they use.
