It's been common knowledge for DECADES that lifters are to remain OE diameter. Yep, we all know there are a number of cars out there that are running bigger lifters. Again, if you haven't had someone make you a lobe designed to take advantage of it, you're not gaining a thing.
It's just like there a number of cars out there with amazingly illegal heads. The rules forbid it, everyone knows it, and some choose to roll the dice. There was once hope that NHRA would police it, they brought Wesley back for a while, but then they over ruled him enough that he quit again.
NHRA is extremely unlikely to write any new rules for Stock. That would mean that they would be expected to expend the resources to enforce the rules.
