As the NHRA online answer was a question about an F/SA GM A-Body, the answer was poorly written. Based on that answer, and that answer alone, I'd say a racer could put a integeral headrest seat in the car.
I'd say NHRA tech needs to re-address the issue for clarity. NHRA did not specify that a head bumper (or whatever you call those) attached to the roll bar may be acceptable, nor did they specify that a factory make / model / year seat is the only seat allowed. And when did NHRA mandate the seat be from the same make / model / year anyways? Previously it was mandated the seat was from the OEM but did not mandate the same year / model.

While it isn't the clearest response possible, it does mention the requirement of particular classes for "low back" seats.

For many years the rule was clear enough and everyone understood that the correct seats must be used in each stocker. Then a few weight conscious stock racers around the country began pushing the rule by using a 4dr bench seat in a 2dr stocker because "it was an OEM seat of the same manufacturer as the car." One stock racer even went as far as to have a dark stripe sewn in the middle of the solid upright part of the 4dr seat making it appear at a glance that it was a seat from a 2dr car that could fold forward allowing access to the rear seat area.
