As I interpret the rules, Ray, you can have 3 rpm-limiters -

1. Launch limit - set-up as you described from the rulebook
2. Low side limit - which I use to control burn-out rpm
3. High side limit - for catastrophic protection.

If you do a thread search you'll find a lot of information on how to set-up and wire the launch limiter, as it is the most critical of the three, at least as far as the rules are concerned.
