2 step question

Is it legal to have the 2 step mounted close enough to the driver. That it can be adjusted while strapped into the car? Mines on the passenger floorboard. But I’d like to move it closer. So if need to adjust it at the last second I can without taking the belts off. It’s a stocker if that matters.
