Default Random Pairings at PHX

Can someone explain the logic behind random pairing first round for the National. I understand not wanting to give 8 bye runs first round but couldn't they wait and see if anyone even pulled out and went home before they made this decision. They are giving us a time run... If you look at the run sheet and check off to see who makes the pass (I realize the divisional only cars are running this time run) then make that decision.

I don't have a problem with it I'm just thinking if only maybe 1 or 2 cars went home they might have jumped the gun on throwing away the ladder. I for one liked my position on the ladder as I only had one M car on my side and i didn't have to meet them till the semi's I know others strategically qualify too, to avoid other class cars and other family members in the early rounds. any body else's thoughts?
