Bad,
I wonder if your block was leaking around the bottom due to excessive relieving for stroke and the put in a little epoxy to seal it up ? I did it once to fix a small blow through from a broken rod.

As far as using it instead of Hard Block, I had a customer fill a block with some type of epoxy many years ago. The only thing I remember about it was that he ran the block ( 302 Ford ) for several years afterwards, and every winter when he was freshening it up, the bores had moved around a BUNCH ! I have never seen a block filled with Hard Block do that.
