The actual rule is worded as follows:

"ALL operators must be at least 16 years of age, have a valid state driver's license, and must be covered by adequate general liability insurance. All operators shall provide proof of such insurance, a driver's license, and any other applicable credentials upon the request of an NHRA or event official."

It does *not* indicate that you have to have insurance specific to the pit vehicle, just that the driver has to have some kind of general liability insurance. Anyone who has a decent car insurance policy should be covered.

I think the "new rules" were primarily aimed at barring spectators from having pit vehicles, which was a real problem at Norwalk this year.
