It should go by the 9.900 package.. a .001 package should beat a .010 and a .030 package.. BUT, some Divisions can be strange on how they pick the bye..

I believe D1 used to do the closest to the .90 for first round, I know like 2016 I went 9.900 and got pulled for the bye at Atco but, a few years later they went to the best R/T in the final qualifier which I think is silly for the .90 classes, I can see Stock and SS because they are running on how far under the index and a ladder if they ever have like they had happened at MG with the rain and it became random pairs for R1. I know the shootout are based on RT for the Top 8's in Stk & SS where .90 is based on the 8 closest to the .90 after 2 qualifiers and assume you paid the cash.

As far as getting selected for a possible R1 bye. I believe most National and Divisional races use the RT in the last TT as the criteria. If more than one person has the same RT then the first one doing it will have the chance for the bye. Quite a few years ago (2005 or 2006) in St. Louis, I was selected for the bye, someone in the tower told the lane guy to go to a certain lane number and count back a certain number of cars. I'm not sure which way is better.....

I don’t think the division matters other than possibly selecting the bye for first round. In the Super classes, the ladder is generated based on first round ET. If multiple racers are tied for the #1 spot, the spot goes to whoever ran it first.
