Because a Super Stocker can be "exotic" to the limits of the Super Stock rules, and a Stocker is far less "exotic", and therefore, doesn't approach being illegal, by the Super Stock rules. The Stocker is always "under" the limits. if a Stocker can run the index, it can race in Super Stock.
