Agree that promotion is up to the tracks. They pay for the right to host a divisional event, and how they maximize profit (or not) is completely on them.

My experience has shown a pretty clear pattern in which the smaller tracks and towns really roll out the red carpet for racers and have more spectators. I assume they feel the need to do so because the track amenities themselves are not as attractive as others, and it is likely that track's largest event and best chance at good revenue.

The larger, corporate, national event tracks tend to treat a divisional like any other week on the schedule. I've heard about exceptions such as Norwalk.
