My post on page 4 "Where's the Logic" is very similar to what your saying here as well.
I like Mr. Pearson's view on it, that is let the Div. your running in be allowed first.
I'm only 30 minutes away from Englishtown and only have 4 grade points but couldn't
get into Stock Elim.
Mind you, S/G quota is 65 and as of now their are only 22 entered out of 65.
I'm not in any way taking a shot at S/G but if their last few years Never came close to making quota, why is their quota set so high ??
Stock @ Englishtown probably could get 100 cars if it was set at 100.
They also do run the Factory Shoot-out there as well.
