When one flight of Air Force One generates as much air pollution as car enthusiasts do when they burn 700 barrels of VP C12, it is easy to see that it is about control of who pays financially or by restriction of activity, not just about clean air.

And, Air Force 1 is not all on important missions. Unless you count vacation get aways. Regan sure flew to his ranch a lot. They all do that.
