The situation seems more like fraud and theft rather than a consumer affairs issue. State attorney general's usually take that stuff pretty seriously. You could also contact the Sheriffs office.
Also, if any of the heads or money was sent through the USPS, then you may want to contact the postmaster general. I know outside the US many people send items through the post rather than commercial carriers.
