Uh, if they're worried about low car counts, why have quotas?

"We didn't have many cars last year, so let's lower the quota this year." THERE'S a business model for growth!

"Next step, if we lower the quotas low enough, supply and demand will dictate that we can charge a $400 entry, and with less cars we can eliminate one day off the schedule, which saves us track, insurance, staff, and other related costs! That's an enhancement that's a win-win!"
