I think if you don't exceed the rated weight carrying capacity of the tires there shouldn’t be a problem..... I guess that he would have to have your trailer taken to a weigh station to confirm the weight... Seems like a lot of work to issue a ticket... I towed an open trailer for years with passenger car tires with no problems.... Just air them up to the max rated pressure.. Bob
