One reason for the F/X classes was because either the cars were not built to current at that time federal standards (or not enough of them had been built yet or ever built) plus some could not qualify for any stock or S/S class (2% altered wheel base MoPars, OHC Cammer Mustangs (rear wheels were moved up 3 inches), etc.) no mater how many were built.
