If you have a car that will run 9.88-9.91 and go .00X on the tree it doesn't matter how many MPH you run, you'll win a lot of rounds.

You'll win some rounds, but in changing track conditions at an unfamiliar track you may need to minimize how much stripe you take, and that's where the disadvantage of being the slow car is so big.
