The T-Bolts and Hemis were kept out of Stock by their low production numbers. The new rules have done away with the need for a specific run of a certain combo.
If you're looking for a "precedence",I would have to look at Shaws Caddy in U. It's way too heavy to make the minimum but it can "move up" to U because it is a V8. Maybe a better indicator might be the rules. In general regs. under Ballast 4:2, "Maximum amount of removable and/or permanent ballast, unless otherwise stated under Class Requirements, is 500 pounds". With that being said, I'd say it's good till 3740lbs. plus 170 gives us a 3910 lb AA/Stocker.
