Larry, you and Billy aren't wrong, this is from 1998 NHRA rule book, that was when I built my 89 Mustang stocker, I made a box with 6 bolts holding the cover on, this isn't in the more recent rule books.

I suppose that weight boxes started showing up in many different shapes and sizes.
They decided to just go with what looks reasonable.
A dozen 1/4 x 20 bolts would probably work , but too much hassle.
