the problem with balancing Cragar S/S rims, is that the hole [where the cap bolts on] is not a true center. when using a spin balancer, the cone seats inside that hole and the whole deal is "out of round' thus throwing the balance out of wack. bubble balancing S/S rims is the only way.

That;s the problem with balancing slicks on racing wheels. Most wheels are lug centric and center on the shoulder of the lug nuts or the 5/8" wheel studs. The spin balancer centers off of the center and doesn't give a true balance. The best way is if you find a shop that has an adapter that bolts to the wheel with lug nuts and then centers on the balancer.

If you want to spin balance you could take an old front hub, in the bolt circle of your choice and bolt the wheel and tire assembly (front or rear) to the spin balancer. Use the adapters that pilot in the inner and outer bearings and into the outer race of the wheel bearings.
Actually if you used the existing front hubs and tires the entire rotating assembly would be balanced and you would have to witness mark the stud and wheel to reinstall the wheel onto the hub in the correct orientation.... Just sayin'
