I calculate that to be a 12.96 weigh/hp ratio. So, if I understand the rules correctly(that you can run your natural class or go up or down 1 class, by adding or removing weight), that combo can run I/SA, J/SA, or K/SA. Looks like 12.50 x 275 = 3438lbs would be the min weight for J/SA. And 13.00 x 275 = 3575lbs would be the min for K/SA. But he's running I/SA, so he weighs less than 3438, according to my math. By adding weight, I think he could run a D-port 455 in I/SA. hp factor is 306. Weight is 3572. 12 x 306 = 3672.
