Generally, "Service Carbs" were essentially homologated versions of the variety of carbs (within a specific model family, like WCFB or 4GC), designed to service a variety of vehicle models and engines (which obviously originally came equipped with that carb model). They reduced the number of Part Numbers GM had to stock and as a result, drove inventory cost down. Think of them as an "averaged" version of the many configurations that were originally available.
