The thing to do would be to get a small journal BowTie block. No spacers required.

If they are going to allow aftermarket cranks, perhaps Eagle might be convinced to make a small journal 3" stroke crank.

The legal castings are : 462,041,186,492,291

The intake you need is a 3917608

You can use the new Quick Fuel carburetor.

You probably want to pick a cylinder head guy, and have him tell you what heads he wants, then buy 3-4 pairs so he can pick through them.
