There's a limit to how much spring pressure you can use, and after that, you're just wasting power and creating problems. If you think the valve spring rule will suddenly add 1000RPM of usable power band you will be sorely disappointed in most cases.
You can only make a cam lobe so aggressive before you run off the edge of the lifter. There's already plenty of spring available to deal with that limiting factor. It seems a lot of people thing "if a little is good, more is better, and too much is just right". That is not necessarily true with valve spring pressure. It is not just valve spring pressure that is breaking rockers.

Good thing my lifters don't have edges. Valve springs and 6.14 gears on order.

I've been under the impression that you can eliminate the damper on applications that originally can with them. Am I wrong about that?

Before the new rule, you could be DQ'd for removing the damper, as the rule required the valve spring to be the same configuration as that listed in the blueprint specifications. So if you had an engine that required a 1.55" dual spring with damper, and you took the damper out, the spring configuration no longer matched the the blueprint specification. A tech man that was so inclined could DQ you.

little easier for me, unfortunatley i (woody) just redid my heads...
but now can get rid of pile of shims and get behive springs... wont make any HP difference, my SMALL CARB & INTAKE are my RPM limiter not the springs jack and no they wont let me run the cheater 459 intake ?
