Fuel rails??

I will add another questionin here for those who happen to look.

If we have a stock pan and want to add our own "crank scrper/ windage tray." more like a 1" stipe of metal on the back and side of the pan to help control oil is this legal?
i don't plan on cutting the pan and making the overall shape of the pan different just thinking this is something i could do instead of spending money and the aftermarket accepted one...
