joe in the faster classes , comp,top sportsman ,ps. ext. the wheelie bar is used in many ways to tune. you can raise or lower it to control the wheel speed. also the side to side height is staggered to help steer the car by unloading one side more than the other.
as far stockers with wheelie bars go. i feel they are more of a safety device to keep things from getting out of hand. unless the car has suspension device like say the pete z bars, or something similar that won't allow the housing to rotate a bunch. like say a cal-trac would. you realy can't steer the car with it accurately. because as the the wheelie bar makes contact with the ground it, unwinds the spring, as well as unloadling the tires.
that's just my opinion , but i hope it helps answer your question.
