Stocker Tech Rules Gas Tank & Battery?

If you use a stock mounted battery location are you allowed to modify the tray and hold down to prevent the battery from tipping or moving around? Lastly if you use a stock tank can you modify it too for a sump and smaller actual tank capacity? If not can you use it to cover the bottom half of the fuel cell so it still looks stock from behind and underneath? Thanks in advance for the input.
