pusher fan air flow improvement

i can only use a pusher fan [for various reasons]. it appears that a lot of air blows off to the side, rather than blowing thru the rad. core. i tried a thin sheet metal hoop, fastened to the fan frame. turns out, that is where the blades get their air. so that didn't work.
currently have a 14", but a 16" could be a replacement. that's 47 square inches more coverage. does any co. make an 18"?
is there anyway to improve air flow with a pusher?
ideas/thoughts?
