Is it possible to have too much pressure and volume to the regulator??

we were testing this weekwnd and started playing with reg pressure. Keptworking our way down from 7#s all the way down to 3. At 4pounds the car picked up about 5 hundreds. 3 pounds it ran the same. Tried to go lower but that was as low as the reg would go.

Is it possible that the bowl would fill so fast that needle and seat would shut off and on, on launch until it stabalized down track with a pump capable of keeping plenty of pressure and volume?
