I have seen cars and talked with racers who have been through tech at numerous National and Divisional events with weight boxes NOT attached to a frame member. They all told me it was never a problem. So I mounted mine in the corner of the trunk floor with a large plate on the bottom and six bolts holding it in place. Second or third divisional I attended I was told to read the rule book and change it before the next race.
I'm guilty of not having the latest rule book and now knowing that you can't bolt weight to roll bar. I know of one car that has it that way. Mmmmm
