The people who I deal with will only do new headers. I don't know about other outfits. It doesn't flake but it does discolor just like a stainless header. IMHO, much better than any ceramic coatings that I've dealt with. Not saying that all ceramic coatings are bad.

The best at applying ceramic coating to headers is Central Connecticut Coatings. Gene has been coating my headers going back 30 years. His coating has never failed in any way. He also does powder coating from full chassis to the parts.

They coated my headers and their work is impeccable.

Though I recoated them once in that time frame they were never a rusty mess, I just like to keep my stuff looking as good as it performs. I”ll check to see if I have a few photos of them.
