They could have an adjustment factor the Same as they use for the index at altitude corrected tracks. Or just get rid of the altitude correction all together. Here in Fl we can see DA in the minus readings and baro above 30.30 in the late winter AMS early spring at Orlando and Gainesville. It?s rare though. Typically that type air is 2-3 tenths faster than usual air.
