Maybe it's time to reopen all of the psychiatric hospitals that the Carters closed and maybe it's time to take another look at the death penalty.
I've always been a proponent of the death penalty in an eye-for-an-eye kinda way. I'm going to hell for the things I've done in my life anyway.

I am not going to get into the politics on who did what to what. If you have notes in your health records of mental health issues identified by a professional clinical mental health specialist then you should been denied access to a weapon. With regards to the death penalty, no disagreement there but, keep in mind it has never been deterrent to future crimes. Maybe if the method was so horrific and public the results might be different but I doubt it.
