Having the rules the same for both classes would be a good idea, but NHRA thinks it is better to make them different. COPO has 50 lbs more weight in comp than FSS and I am not sure about the pully since we dont run comp any more as it gives us no good test data. Some of the cars at this race were in more stock trim or had their B motors in for comp. Plus with the comp index for FS/SM where it is at now they really dont want to go much faster as then a showdown car would be the only thing competitive in comp. A more stock trim car would not be able to run the number if they went 7.6 or 7.7 all the time. The track prep for comp is not always the best for a 9" radial to put up the good numbers also, so running them a little soft is easier. Just my 2 cents.
