Being a "newbie racer" when it comes to all of this electronic stuff, how and when does this rule come into play if the combo has an OEM drive-by-wire throttle?
Is it just OBTW accepted as "stock" or must it be changed to some kind of a mechanical type linkage?

I'm asking for myself.

A drive by wire car is still manually activated. The foot pedal is pushed manually and the computer activates the throttle.

Somehow, I don’t believe that’s what they’re saying, after reading it several times it sounds to me like someone was actually using a throttle stop as a starting line enhancer however, I have seen certain fuel injection controllers that actually have a delay box and throttle stop timer built-in, so who actually knows the truth? I wish they would put more effort into clarifying this. Anybody know what really happened to bring this about? very curious….

It's plenty clear - but there should be a period after the word foot .
