He could claim it as regular income & pay the rates, but why would he, it's perfectly legal, As President Trump did carrying business losses forward. I don't write the tax regs, but smart accountants take advantage of them. I know of never other country that would allow what's happening at US southern border. But maybe I'm wrong.
