Here is a different idea, The top half qualifiers have their own Race, they can dial no slower than their best qualifying run, ( maybe allow adjust .05 or .10 slower, but thats it) run it like a regular stock / super stock race, Top half racers will have heads up races if that is how the ladder works out (no break out). The lower qualified cars run a separate regular dial in race with no heads up.
This gives the opportunity for racers that like to let it all hang out run against the same type of racers and the quote bracket racers to have a place to race against class race cars. of course payout will be a problem but it may get some of the $15,000 to $35,000 engine racers to strut their stuff. Maybe a random number for top half cars, The event organizers does not give a advance number, maybe 16 cars if 40 show up, maybe 8 if 28 show up, make it so racers setup their cars to run as fast as possible while not on full kill zero oil qualifying runs. It satisfies the need for the fast hitters (under index) to strut their stuff while allowing the other class racers their own race. Good idea about the dial in not being much slower than their quickest qualifying run.
