Why did 3 tenths come off the index

My suggestions are

---to leave the indexes and the 1.20 automatic hit same but have the afhs review 4 times a year...

Or
---give the 3 tenths back with the current afhs and adjust the trigger points for reviews (1.50 automatic hit and 1.30 trigger for review)...

I have zero dogs in the new car vs old car fight (my car is slow in a slow class)but speeding up the afhs will definitely help level the playing field.... The afhs does work.. Just slow..
