In the 1980's I worked at Coastal Plains Dragway in Jacksonville NC and we had this same problem.
One of the racers was a well driller by trade and told the track owner that the problem was a pool of water under the track and after a heavy rain it would expand and force water up through the cracks in the track. The well driller said to dig a couple of holes next to the wall where the seepage was occuring and it would alleviate the pressure. My brother and I were given shovels and asked to start digging. We dug a hole that went about 6 feet down, and 6 feet wide and indeed it alleviated the pressure and the seepage stopped. The hole is still there today and to the best of my knowledge the seepage issue is a thing of the past. We dug while cars were going by at about the 120' mark. We were kids and thought it was cool,lol.
