Insurance fees: _HRA, please explain!

Unless the ---HRA's start requiring chassis certs, liscense, physicals, Lic. fees, etc. for cars 11.49 (roll bar & 5 pt. harness required) and quicker......LOL. I wouldnt put it past them to start requiring such things in the future.
