I never said maximum weight was too hard to police, I said they would not do it. And I said it would be just another rule people would easily find a way around. So it is pointless.

I think a min/max weight rule makes sense, even outside of any AHFS considerations. It seems pretty simple to me. You're at H weight? Then you're running H.
