This not about scamming the government, this is about keeping the promise this nation made to its Veterans and their family. I am currently a Service Officer for DAV. I have been a Nevada Veterans Advocate and a Service Officer for the American Legion. All this I have done for free for the last 20 years as a volunteer. I have assisted Veteran serving in WW2, Korean War, Vietnam and Middle East conflicts. You don’t need to be in combat to rate a service connected disability, example: Camp Lejeune, Blue Water Navy, Burn pits, fire-fighting foam, the list goes on and on and paper cuts aren't one of the unless you lost a finger. Don't attempt to rebutt this it just makes you sound naive and it just insults those that served.
