Billy the AHFS rules are twenty years old. With all the gifts we received in the last 20 years how could most racers not make their cars several tenths faster. And by the way I have never asked for any of them. I'll make the car fast no matter what the rules are. My problem with the AHFS is it has not kept up with all that is now allowed. Take the 350/255 hp combo. I had a conversation with someone running that combo. In the last 15 years they have picked up close to 35 Hp. Thats 2 tenths in my book. But the AHFS remains the same.
