I suspect there is the rest of the story. Like the TV schedule. I do know at the Vegas strip the reason the quota is so low is according to the track, NHRA is concerned about the "schedule"" live ??? can get this done in a very timely fashion can handle around 800 cars time trials, The reasons the Vegas track has low quota is because of TV I think
