NHRA assumes all drivers weigh 170 lbs, so going over the scales the car and driver have to weigh : rated horsepower X class weight break +170 lbs. So if a driver weights 200 lbs the car cab be 30 lbs lighter, if the driver weighs 150 the car has to weigh 20 lbs heavier.
Just making up numbers say you have an engine rated at 350 hp and in a class with a weight break of 8.0, the car and driver going over the scales has to weigh: 350 X 8.0 + 170 = 2,970lbs. It doesn't matter what the car or driver weight independent this is the weight they have to be at on the scales, no matter what engine or class you're in you need to add the 170 lbs to the hp and weight break calculation.
