Default jesel belt drive question

I am able to move crank 3 degrees back and forth with no top gear or valve train movment. Put an old used belt on and there is very little movment-maybe 1/2 degree, the same as an old comp. cam unit the jesel unit replaced.
jesel says 3 degrees is normal and i could send the belt to them to measure. I bought a new belt and it is the same ( 3 degrees) as the original with 72 runs.
The questions are why would there be a difference and would it effect valve timing and or performance.
